Description
This PR updates the rand crate dependency from version
0.9to0.10.All affected files have been updated to accommodate the API changes introduced in
rand0.10, and the project now builds and tests successfully with the newer version. No functional behavior or algorithms were changed beyond what was required for compatibility.Closes #1015.
