Upgrade to SQLAlchemy 2.0

Currently Elekto is pinned to SQLAlchemy 1.4, because 2.0 changes a bunch of API objects (as you'd expect), and nobody has had time for an audit of all of these and the requisite re-writes and testing.

Could use a python dev with a couple-three spare hours.
